As this quirky anthology drama series inspired by the Oscar-winning Coen brothers movie returns for its fourth season with a two-hour premiere, the setting shifts to 1950 Kansas City, Mo., marking the first season in which the show doesn't take place mainly in Minnesota or the Dakotas. Chris Rock heads the cast as Loy Cannon, head of a crime syndicate made up largely of black migrants fleeing the Jim Crow South of the era.
